Ireland fines Coinbase unit €3.25 million over fund safeguards

Ireland’s Central Bank fined Coinbase Ireland Limited €3,252,618 on 22 October for failing to safeguard customer funds and oversee outsourced services, according to the Central Bank’s announcement. The sanction, which includes a reprimand, requires High Court confirmation before it takes effect.

What rules did Coinbase Ireland breach?

The Central Bank said Coinbase Ireland breached safeguarding and outsourcing requirements under Ireland’s Electronic Money Regulations 2011 between 1 November 2020 and 19 August 2025. The company, an e-money institution within Coinbase Group, issues and redeems money customers use on the group’s crypto trading platform.

The regulator said Coinbase Ireland relied excessively on its US-based parent for safeguarding processes and lacked enough local expertise to oversee that work. It also found inadequate system design, testing and internal escalation procedures.

How were customer funds affected?

Errors in Coinbase Ireland’s calculations meant its designated safeguarding account was underfunded for at least 18 months, the Central Bank said. The maximum daily shortfall was €3.4 million in 2023 and €5.2 million in 2024; the regulator said the failures increased the risk of loss and could have delayed customers’ access to funds if the firm became insolvent.

The Central Bank’s settlement notice says about 30 institutional customers were directed to deposit US dollars into an account held by Coinbase Inc., which then transferred the money to Coinbase Ireland’s safeguarding account. The arrangement differed from the direct, segregated deposits described during authorisation.

What happens to the penalty?

Coinbase Ireland admitted the breaches and agreed to the settlement, the Central Bank said. The penalty was reduced from €4,646,597 by a 30% settlement discount; it will take effect if confirmed by the High Court.

The Central Bank said Coinbase Ireland appointed a safeguarding officer in December 2024 after an inspection identified weaknesses. The bank will apply to the High Court for confirmation of the sanction.
