Ripple says OCC approved its national trust bank charter

Ripple said Oct. 26 that the Office of the Comptroller of the Currency had granted final approval to Ripple National Trust Bank, which will support reserves for its $2.5 billion RLUSD stablecoin, according to Ripple’s announcement.

The approval completes a process that began with conditional approval in December 2025. The OCC’s Dec. 12, 2025 letter said the bank could not begin business until it met pre-opening requirements.

What will Ripple National Trust Bank do?

Ripple says the federally supervised bank is authorized to manage segregated reserves backing RLUSD, act as collateral trustee for those reserves for RLUSD holders, and provide fiduciary digital asset custody. The bank’s custody services will be available upon opening, Ripple said.

The OCC’s conditional approval described plans to manage RLUSD’s liquid reserve assets and provide custody to Ripple affiliates and institutional customers. Ripple’s latest announcement says the final approval adds federal OCC supervision to the regulatory framework supporting RLUSD.

Will the trust bank issue RLUSD?

No. Ripple says RLUSD will continue to be issued by Standard Custody & Trust Company, its limited-purpose trust company regulated by the New York Department of Financial Services. The national trust bank will support reserve management and custody, while issuance remains with the New York-regulated company.

Ripple said RLUSD launched in December 2024 and had reached a $2.5 billion market capitalization as of its announcement. It also said BNY serves as RLUSD’s primary reserve custodian and that Ripple publishes monthly independent third-party attestations on the token’s circulating supply and reserve assets.

Ripple said it will continue working with the OCC, the New York Department of Financial Services and other regulators as the bank begins operations. Its announcement did not give an opening date.
